The condition of our rural area was not so deplorable in the remote past. At that time the rural areas were prosperous, they grew enough food, enough cloth and they lived a healthy and happy life. The Villagers led a happy simple life. They were healthy and prosperous. They had few wants. They led a contented life. They had a number of cattle, a lot of fishes in the pond, and bans of paddy. Now, this is a cock and bull story.
The present condition of these villages can’t be mentioned. Great wants of basic human rights like food, cloth, housing, villagers are illiterate and ignorant, and medical treatment has become daily affairs chaos, conflict, quarrel. Looting, kidnapping exploitation, nepotism, etc. Are prevalent in rural areas. The present condition of rural areas is really depressing. They have no good roads, schools for education, no hospitals, no doctors, no medicine, out of 85% of villagers, 80% live below subsistence level, or poverty. Want of necessary steps by the government is mainly responsible for this unexpected condition in rural areas.
More than 80% of the population lives in 69000 villages and depends on agriculture. So rural development is absolutely necessary to achieve national development, but there is still some problem like Gap of efficient leaders, Lack of power decentralization Lack of mechanization in agriculture, Lake of finance, Lack of rural credit, Lack of proper education problem, Population problem, Lake of mass participation and helpful unified agency.
We are now free to trade all over the world, but near about 4% to 5% of people in villages who can sell their products. It means we are properly using the free trade facility. We know that this free trade facility are will be meaningless, if we cannot do anything for villages. Large scale mechanization of agriculture in Bangladesh has very little rope. It should be mechanized and proper irrigate. About 15% of villagers have no land at all. Due to insufficient capital, the farmers cannot invest in cultivation. Rural credit by setting up rural banking facilities will be helpful for farming. Colonial education systems such be replaced by scientific of Technical education power must be decentralized through proper leaders.
We all know that no nation can grow and thrive depending only on the towns and cities. So this is the time to think about how to develop our country as well as the rural development in Bangladesh.
According to a government survey More than 87 percent of households in Bangladesh own mobile phones and 3.14 crore households have at least one mobile phone, indicating the rapid expansion of digital connectivity. But 4.8 percent of households have access to the internet.
We also inform you that about 94.1 percent of households in urban areas and 85.2 percent in rural areas are connected with mobile network and one in every four women in rural areas is connected with mobile networks.
Mobile penetration is increasing day by day. We have about 17.12 lakh internet users who used the medium for downloading software, 19 percent for banking, 10.4 percent for purchasing goods or services, and 18.4 percent for entertainment.
We have introduced modern services in order to boost internet use. Our country as a whole saw significant development in the field of digitization, especially in the case of internet use, over the last two years.
Now rural development is a crying need. We all know the proper ways of rural development. The mere utterance of rural development will not do in this regard. Necessary steps should be taken sincerely, otherwise, the plans will not be materialized. Awareness should be created among rural folks. The initiation of scientific methods of cultivation should be ensured, roads, paths. Streets etc should be constructed all over the country for communication. All the villages if possible should be electrified. More canals should be dug through the villages for irrigation. Cooperative farming and cultivation should be introduced for bumper production. Most employment opportunities are especially important. It should be ensured that rural people get a loan on easy terms and conditions.
The government has great responsibilities for rural development. Importance should be given to the setting up of educational, institutions, construction of more roads, and highway overall infrastructure development, development of cottage industries, development of small and medium indices are very urgent.
The dynamic growth of mobile communications technology is creating opportunities for economic growth, social empowerment, and grassroots innovation in developing Bangladesh. One of the areas with the greatest potential impact is in the contribution that smartphone applications can make to agricultural and rural development (ARD) in Bangladesh by providing access to information, markets, and services to millions of rural inhabitants. For both agricultural supply and demand, Smartphones can reduce waste, make delivery more efficient and forge closer links between farmers and consumers.
We also know that economic communities based on interacting organizations and individuals, the report identifies a wide range of players such as mobile phone network operators, m-app (mobile applications) providers, content providers, and various types of users. M-apps are software designed to take advantage of mobile technology and can be developed for technology besides smartphones.
But smartphones have many key advantages like affordability, wide ownership, voice communications, and instant and convenient service delivery. As a result, there has been a global explosion in the number of Smartphone-apps, facilitated by the rapid evolution of mobile networks and by the increasing functions and falling prices of mobile handsets. M-apps are markedly different in developing countries because they typically run on second-generation (2G), third-generation (3G), fourth-generation (4G), fifth-generation (5G) mobile phones rather than smartphones, which are far more common in our countries as well as the developing countries. The report reviews country examples and extracts policy lessons and best practices.
Various agencies in launching the develop programmer should be chalked out through the smartphone. Rural development depends on the development of agriculture, fisheries, cottage industries, education, health, family planning, rural infrastructure like road, water, ways, canal digging with a smartphone application, the special low-cost feature helps farmers to know updated news all over the world.
Now is the high time to develop rural areas. The government should be cordial in this regard. If the development of rural areas is not materialized the overall economic development of our country would never reach our expected level. We strongly recommended that our government had taken steps for these, development through a smartphone application, special feature, special call rate, internet facility with village co-operatives. But it will not be successful, it is not unified. So, it should be unified and properly organized then it will be a golden day and will play the role of the development of the entire Bangladesh economy. Rural development is the via-media for our development of smartphones.
